Grade 3 IREAD Retention Appeal Process

Parents may request an appeal only if the student meets one of the following state-defined criteria:

1. Previously Retained in Grade 3

The student was already retained in Grade 3 for one school year due to IREAD results.

2. Students with an Intellectual Disability or IEP Determination

The student:

• Has an intellectual disability, or
• Has an Individualized Education Program (IEP)that specifies retention is not appropriate

In these cases, the student’s case conference committee may determine that promotion to the next grade level is appropriate.

3. English Learners with Limited Time in Services

The student is an English Learner (EL) who has received EL services for fewer than two years.

A review committee must determine that promotion is appropriate based on the student's Individual Learning Plan and instructional progress. This committee includes:

• The student’s parent or guardian
• A building-level administrator or designee
• A classroom teacher
• The student’s English learner teacher, if applicable
• The district English learner administrator, if applicable

4. Strong Performance in Math

The student scored Proficient or Above Proficient in Grade 3 Math on the statewide summative assessment (ILEARN).

5. Extensive Reading Intervention History

The student:

• Has received intensive reading intervention for two or more years, and
• Has been retained more than once in Kindergarten, Grade 1, or Grade 2

If your child qualifies under one of the criteria above:

1. Parents may submit an appeal request to the school.

2. The school will review documentation and academic.

3. A review team or committee will determine whether promotion to Grade 4 is appropriate under state guidelines.
